The laws which regulate immigration matters in Panama establish several ways to become a resident in this country. Among these, there is the Retired Bondholder Visa/巴拿马移民事务有关法律规定确立了成为这个国家居民的几种途径。退休债券持有人签证就是其中之一。

RETIRED BONDHOLDER’S VISA/退休债券持有人签证 

Panamanian law No. 9 of June 24, 1987 states that any person that comply with a time deposit in our National Bank (Banco Nacional de Panama) for a minimum of five years, producing US$1,100.00 in monthly interests (amount that should be deposited is $300,000) is entitled to apply for indefinite residence in Panama through the Retired Bondholder visa, which in turn, authorizes the applicant to carry a Special Panamanian passport/1987年6月24日颁布实施的巴拿马第9号法令规定，任何人，在巴拿马国家银行（BANCO NACIONAL DE PANAMA）开立可产生US$1,100月息的至少五年定期的帐户（按目前利率需存入US$300,000），即有资格申请债券持有人签证以无限期地居住在巴拿马。此种签证允许申请人持有一个特殊的巴拿马护照。

 Advantages of this visa/此种签证的优点:

• Permanent residence in Panama (valid for five years until new extension with additional five years) /在巴拿马永久居住(五年有效，直到定期存款得以新的续存五年)
• Total exemption from taxes, once, on the importation of household and personal goods up to US$10,000.00/一旦家居及私人物品进口额达到10,000.00美元以后将全额免税.
• Total exemption from taxes, every two years, on the importation of an automotive vehicle for personal use/对每两年进口一辆私用机动车享受全额免税.
• Right to a Special passport for the Retired Bondholder, the spouse, and dependents under 18 years old/退休债券持有人本人、配偶及其18岁以下受赡养者有权持有特殊护照.

Article 7 of Law 9 of June 24, 1987, states that to enjoy the benefits and incentives (1,2,3 and 4 aforementioned), retired financiers must proof they receive a minimum monthly rent of US$1,100 arising exclusively from the interest paid by fixed term accounts deposited at Banco Nacional de Panama, for a minimum term of five years the first time. Withdrawal of the account any time after the first five years and the non-fulfillment of this law shall result in the loss of all the incentives and rights granted by same/1987年6月24日颁布实施的第9号法令第7条规定要享受上述1、2、3、4中规定的权益,退休金融家必须证明他每月至少有1,100美元的收入完全来自他在巴拿马国家银行(BANCO NACIONAL DE PANAMA)的首存至少五年期的定期存款帐号产生的利息.首存五年期满后无论何时取消帐号以及未履行本法律将导致丧失该法律授予的所有激励措施和权利。

This visa can be issued also through Panamanian Consulate or at the Immigration Department in the Republic of Panama/此种签证可由巴拿马领事馆或巴拿马共和国移民局签发.

Steps to obtain RETIRED BONDHOLDER’S VISA/获得退休债券持有人签证的步骤:

This visa can be issued through a Panamanian Consulate following the steps mentioned hereunder/遵从下列步骤可通过巴拿马领事馆签发此种签证:

1.The applicant should send us the following documents duly authenticated by the Provisional Economic & Commercial Office of Panama, if document is issued in Hong Kong or by Commercial Development Office Panama – China if document is issued in Beijing/申请人应提交下列文件.如文件在香港出具,应由巴拿马驻港临时经济及贸易办事处认证;如文件在北京出具,应由巴拿马-中国贸易发展办事处认证.

• Power of attorney for visa application */申请签证的委托书*.
• Power of attorney to open the time deposit in Banco Nacional de Panama*/在巴拿马国家银行开立定期帐号的委托书*.
• Two bank references in attention of BANCO NACIONAL DE PANAMA/两份致巴拿马国家银行的银行资信证明
• Transference to a Bank Account which will be indicated by our firm (should deposit the necessary amount of money to open the time deposit that generates $1,100 per month. • Fill the form to open the time deposit in BANCO NACIONAL DE PANAMA (*)/填写巴拿马国家银行开户申请表
• Two copies of the full passport or valid traveling document (all pages, sealed or not sealed, dully notarized and authenticated in the Panamanian Consulate or by apostille (**)/两份护照或其他旅行文件（包括全部页，有签章或无签章，经认证或APOSTILLE）

These documents will be provided by our firm, just to be signed by the applicant before the Commercial Development Office Panama-China. Documents from abroad must by duly authenticated by Commercial Development Office Panama-China/带*号文件将由我司提供,由申请人在巴拿马-中国贸易发展办事处签署.国外提供的文件需由巴拿马-中国贸易发展办事处认证.

If the application will include dependents, should be also included the following documents/如果申请人包括其受赡养人，还应提交以下文件：

• Health certificate (duly authenticated) for every dependent/每一位的健康证明，经认证
• Two copies of the full passport or valid traveling document (all pages, sealed or not sealed, dully notarized and authenticated in the Panamanian Consulate or by apostille (**)/两份护照或其他旅行文件（包括全部页，有签章或无签章，经认证或APOSTILLE）
• Certificate of good conduct from birthplace, or issued by the competent authorities of applicant's place of residence for the last two years (excluding dependents below 18 years old) (**)/申请人最近两年居住地主管当局出具的无犯罪记录证明.
• Sixr photos 2" x 2"/2” X 2”照片6张
• Marriage Certificate (**)/结婚证明
• Birth Certificate (for children) (**)/出生证明（儿童适用）

2.As soon as our office receive the aforementioned documents as well as the necessary documents from our country, we will apply for the visa at the Immigration office/我司收到上述文件及在本国取得必要的文件后,将向移民处申请签证.

3. Normally the Immigration office will take approximately three to five months to approve this visa application/通常,移民处需花费约三至五个月的时间批准签证申请.

4. Once the visa is approved, the Immigration Department will notify the Panamanian consulate via telex, and will send the necessary cards to prepare the passports/签证获准后,移民局将通过电传通知巴拿马领事馆,并将必要的卡片寄出以办理护照.

5. The applicant should, then, go before Commercial Development Office to sign the passport’s necessary cards. After this, the Commercial Office Representative will return these cards to the Immigration Department, where the passport will be issued/申请人应亲自到贸易发展办事处签署办理护照的必要卡片。此后，贸易办事处代表会将这些卡片转回签发护照的移民局。

6. Once the passport is ready, it will be sent to the Commercial Development Office where the applicant will receive it/护照准备好后将被送交贸易发展办事处。申请人可前往签收。

NOTE: Steps 4, 5, and 6 takes approximately 3-4 month/注：办理4、5、6项将花费约3到4个月的时间。

7. This passport is valid for five years and will be renewed for five years period as long as the applicant proves to the Immigration Department that he maintains the time deposit in Banco Nacional de Panama, producing the US$1,100.00 monthly interest/这种护照有效期五年。只要申请人向移民局证明他在巴拿马国家银行持有一笔定期存款，且该存款月息为US$1,100.00，就可申请五年延期。

8. The law does not specify when the applicant should come to Panam; however, by analogy, we recommend that the applicant come within the first year after receiving the visa and, at least, once every three years, thereafter/该法律没有指定申请人何时需到巴拿马。但相比之下，我们建议申请人得到签证后的第一年内以及此后至少每三年来一次巴拿马.

　

法律

程序：

1.根据巴拿马移民局的规定，凡申请退休债券持有人的中国国籍人士，需要先申请初次入境签证并获得批准，才有资格递交退休债券持有人签证的申请文件。

因此，甲方首先准备初次入境签证需要的两份文件，并办理相应的公证、认证；初次入境签证的审批约3个月的时间，费用为USD3,000(签证不实际使用)。

2.初次入境签证获批后，甲方准备退休债券持有人签证申请文件的公证、认证。乙方收到材料后经检查无误寄至巴拿马律师事务所

3. 同时，甲方安排投资款。按照         年   月的执行利率，投资款为           .乙方受甲方委托为其在巴拿马国家银行开立户头，因此，只有投资款到帐以后才可以出具投资证明办理相关手续。

4.同时，甲方支付50％的律师费， 即USD10,000

5.文件递交到移民局，大约需要3到4个月的时间审批. 批准后签发BASE CARD，由乙方寄至甲方签字并寄回巴拿马

6. BASE CARD由申请人签字寄回巴拿马后，由移民局长签字签发巴拿马特殊护照，7）甲方支付剩余律师费USD10,000, 特殊护照由乙方总部转寄甲方，程序完成
